Chapter 9: What Cutter Said

We were in Grace's conference room by two o'clock.

Pacheco joined us by phone.

He had been in the building when Cutter made his statement and had a full transcript in front of him.

"He's not denying the incident," Pacheco said.

"He's admitting he found your mother on the site and left without calling for help.

He's framing it as panic, not intent.

His attorney is pushing for a negligence charge rather than aggravated."

"And the photographs?" Grace said.

"He claims he didn't know what was in the bag.

Says he took it instinctively and put it in storage and forgot about it." A pause.

"Nobody in this room believes that, but it's what he's saying."

"And the other parties he mentioned?" Alejandro said.

Pacheco was quiet for a moment.

"He's claiming there was a third man involved in the contracts bribery.

Not your father.

Someone on the city side who actively arranged the cover-up of your mother's identity — not just allowed it to happen, but coordinated it.

Someone who had access to hospital administrative records and the ability to ensure the Jane Doe admission stayed buried."

"A city official," Grace said.

"Current or former, we don't know yet.

Cutter says he has a name but he's using it as a bargaining chip.

He wants the charge reduced before he gives it up."

I looked at Alejandro.

He was staring at the table.

"He's trying to trade," I said.

"Yes," Pacheco said.

"And the State's Attorney is considering it.

A sitting or former city official involved in a twenty-year cover-up is a significant case.

Cutter's attorney knows that."

"What does Grace think?" I asked.

Grace set her pen down.

"I think Cutter is scared and trying to minimize his exposure.

I also think if there genuinely is a third party, we want that name.

The question is whether we trust anything Cutter says without corroboration."

"We don't need to trust him," Lucy said.

Everyone looked at her.

She had been quiet for most of the meeting, seated at the corner of the table with her hands folded.

"He took my bag," she said.

"He had it in storage for twenty years.

That means he was afraid of what was in it.

A man who was only guilty of panicking and walking away doesn't keep the evidence for twenty years.

He keeps it because someone told him to.

Someone who wanted to make sure it never surfaced."

The room was still.

"She's right," Grace said slowly.

"The third party told him to hold it," Alejandro said.

"As insurance.

For both of them."

"Which means Cutter has been under someone's thumb for twenty years," I said.

"And now that thumb is the only thing he has left to bargain with."

Pacheco came back on the line.

"I've been listening.

That's consistent with what we're seeing.

Cutter's been a licensed contractor in this city for two decades without a single violation.

Clean record.

Steady city contracts." He paused.

"Nobody stays that clean without help."

"Someone was protecting him," I said.

"Someone with access to city contracts and licensing," Grace said.

She picked her pen back up.

"Pacheco, push for the name.

Tell the State's Attorney we'll accept a reduced charge on the negligence count if Cutter gives us a verified, corroborated identity.

Not just a name.

Corroborated."

"Agreed," Pacheco said.

"I'll call you within the hour."

The call ended.

The room was quiet.

Lucy unfolded her hands and placed them flat on the table.

"There's something I haven't told you," she said.

I looked at her.

"The night it happened.

Before I went to the site." She kept her eyes on her hands.

"I told someone where I was going.

A colleague.

A man I worked with in the city auditor's office." She paused.

"I told him I had enough to file the report.

I told him I was going to the site that night to take the final photographs."

The silence in the room was absolute.

"And you never saw him again after that night," I said.

"No." She looked up.

"Because I woke up with no memory and spent twenty years on the streets." She held my gaze.

"But I remember his name."
